Can pdf creator create a PDF from a JPG file

 Can pdf creator create a PDF from a JPG file.  It opened windows picture viewer. clicking print and selecting quicken PDF printer (which I believe it installed) had PDF creator seemingly hung for 15 minutes until I killed it (all that time the cpu usage was hovering about 50% or so + or - a bit.

quicken PDF printer has nothing to do with PDFCreator,

the printer installed by PDFCreator is called PDFCreator;)
