Is scanning to an image the only Secured PDF workaround?

Saving in the normal manner creates a document with the following notation:

ERROR: undefined
OFFENDING COMMAND: eexec
STACK:
/quit
-dictionary-
-mark

I have seen similar posts with the solution to scan as an image and then use image conversion software.

Is there a simpler way?

does this happen, even if you entered the correct owner password for the PDF?
