PDFCreator Security Problem

I use PDFCreator to write a pdf file. The pdf file set disable print and disable copy. I use foxit reader open the pdf file. I cannot print and copy the pdf. But, I use Adobe reader open the pdf file. I can print and copy the pdf file. How solve the problem?
