It seems there is no hotfolder setting for v2.3.1.

May I know how can we use the hotfolder setting for v2.3.1?

the HotFolder is no longer part of the freeware, but still available as part of PDFCreator Plus:
http://www.pdfforge.org/pdfcreator/plus
