I thought that the site info stated you could rearrange pages in PDFCreator… but not sure I see how to do that. I know I can change the sequence of files during a merge process, but if the pdf has already been merged/created, can I rearrange the pages after the fact?

This is not possible as PDFCreator is just a printer and not a pdf editing software. You can use PDF Architect with the Edit module for that.
