Save only allows PS, no PDF

I have version 9.8.  I scanned 4 docs, sent them to PDFCreator and combined. 

When I save it I can only save as PostScript  (*.ps). 

My settings for Save are set to PDF.  I had this same problem in earlier versions.  What am I doing wrong and how to fix it?

Sorry, figured it out. Printing creates a PDF.  But why do you have options for other formats in the Save settings?
