I was trying to install PDF Creator 0.9.9, it said to uninstall first, tried to do that, but got a message that it failed, that I'd need to manually do it. Any idea where the files I need to pull off might be? (Vista64, uninstalling 0.9.8)
I guess I should note, re-installs now fail, tried 0.9.9 and 0.9.8, same:

I've tried that, still fails when I go to re-install, same message.
Use the free Ccleaner (http://www.ccleaner.com) to clean up the remaining registery keys after you manually remove the installed 0.9.8 version. Then go to C:\\windows\\ system64\\spool\\drivers, find and delete the (PDFCREAT.PPD PDFCREAT.BPD) files(make a backup).Then use the ccleaner to clean up the registery keys again(make a backup of the resitery keys).
Just a possible solution, I thougtht it should work, not tested on my desktop pc with windows xp.
Run the setup with the parameter /ForceInstall.
PDFCreator-0_9_9_setup.exe /ForceInstall

/forceinstall fails, at least on a Windows 2003 Server, due to several files that cannot be replaced. They are in usage. I do not want to take down the whole server just for a small update. Maybe updating could be handled more elegant next time.
/ForceInstall seems to have done the trick. At least it installed.

Just took a look at this and thought id reply my answer:

This Occurs when the registry: HKEY_LOCAL_MACHINE\\Software\\PDFCreator is not correctly edited or removed. The installer checks for this before installing. Simply back it up for safety and delete it, then run the installer with the /forceinstall option to solve this
If you don't know about regedit it can be found under start>run...>"regedit" and pressing enter. Please be carefull using this.

place the installer in the root of your C: drive and go to start>run...> type in "C:\\PDFCreator-0_9_9_setup.exe /ForceInstall" and hit enter
I do not thing deleting the Exe Files will solve your problem, and maybe it will create even more with the registry.
