Since the installed PDF Creator and Ghostscript 9.10 are both
32bit applications should they not be installed to “C:\Program Files
(x86)\PDFCreator” by default?


PDFCreator 1.9.x is 64 Bit, so this is correct to go in the 64 Bit Program Files. It is a bit quirky though that Ghostscript still is included as 32 Bit version and put under the PDFCreator install path, but this is done for the sake of having only one GS version included and not scattering files to too many different locations while installing.

And it is not forbidden or discouraged to install 32 Bit supporting files along with a 64 Bit application, as far as we know.
