since nobody else has reported this and we aren't able to reproduce the issue on any of our test systems, it seems to be a general printer installation issue and nothing specific to PDFCreator.
Please try running the printer troubleshooting https://support.microsoft.com/en-us/help/4027397/windows-10-fix-printer-problems
