Converting BMP to searchable PDF

I have a set of bitmap files containing black&white scanned images of text documents, created using a Canon PIXMA scanner.  The Canon app terminated  before I could save the images as a PDF file using the Canon MP Navigator app, which would hafe saved the images in searchable PDF format. I don't know of any way to get the Canon app to re-aquire these images following the app restart, so I am now stuck with a set of BMP files. 

I have tried using PdfCreator to print these BMP files as PDF but the result is not searchable.  Is there any way to get PDF creator to convert these files to searchable PDF's?

The problem is with the input .bmp file.  In order to create a searchable PDF, the input must contain machine-readable text.  By definition, a bmp is an image; therefore there is no text with which to create a searchable index.

You can use other tools to convert the bmp into a text file and create the PDF from that output.  That conversion is "standard" OCR processing.
