Create split screen PDF (2 PDFs into 1 PDF)

I am looking to create a PDF that has text on the left side and questions on the right side. 

The
way I have my PDF now is that page 1 has text, page 2-3 has questions. 
I’d like to make a PDF with all the texts on one side, and all of the
questions on the other side.  And be able to scroll down each side
separately.  This way I can answers the questions on page 2-3 while
having all of the text on the left side.

Hi,

I think the ability to scroll each side seperatly is rather a viewer functionality then something which can be done during creation.
