I am making a new pdf of the summary of an existing pdf. It is approximately 1/4 of the original report but the file size ends up being bigger then the original? How can this be and what can I do to decrease the size of the new pdf??

have you tried using the low quality profile for small file sizes? You can also change the compression settings manually under profile settings->PDF->Compression.
You can also send an example file to support@pdfforge.org and we will have a look at it.
