Install will not complete properly

I get a gray window pop up right at the end of installation after I choose the language. The window reads:

 

"Runtime error (at 323:724682):

<!--template name: form' is not a valid integer value."

Additional information, I am running on Windows XP with SP3.

The hardware is Lenovo M55 with Intel Core 2 CPU, 2.4GHz, and 1GB ram.

I also tried this on a Lenovo M57 with Intel Core Duo CPU, 2.33 GHz, and 3GB ram.  This resulted in the same problem.

Additional information:

Originally version 0.9.3 of PDF Creator was installed.   This was uninstalled prior to attempting to install 1.2.3.   After the 1.2.3 install failure I am able to go back to 0.9.3 without issue.  Of course that is not where I want to be.

I am getting what appers to be the same error.

Runtime Error (at 323:724682):

'<!DOCTYPE HTML PUBLIC ".//W3C//DTD HTML 3' is not a valid interger.

 

This error occur after select ENGLISH for the language.  After clicking OK the install terminates. 

I have tried rebooting and running the install before anything else but to no avail it continues to occur.

 I have found that this error occurs when the PC I am installing PDFCreator on does not have an internet connection.  I have a network connection just no access to the internet.
