PDFCreater issue when Acrobat Pro is Installed

We're currently running PDFCreator 2.1 on a Citrix environment that also has Adobe Acrobat XI Pro installed. Acrobat is locked down so that only licensed users have access to it but only those users that have access are able to right click on a PDF and say "Create PDF and Bitmap files with PDFCreator". They're also the only ones who are able to drag PDF files into the PDFCreator - Manage Print Jobs window.

Normal users that don't have access to Acrobat Pro have nothing happen with right clicking PDFs and selecting "Create PDF and Bitmap files with PDFCreator" or dragging PDFs into the PDFCreator - Manage Print Jobs window.

We also have Adobe Reader XI (11.0.10) installed on this environment and it's set to be the default PDF application. But for some reason it looks like PDFCreator is trying to use Acrobat Pro and if the user doesn't have access to it then nothing happens. Users can add other files (.docx, .xlsx, .txt) without a problem by either right click or dragging into the window.

The issue only happens with PDF files and if I run ProcMon I can see that Acrobat.exe is getting accessed when trying to do either of these things. We had the same issue on 1.7.2 and so I upgraded hoping it would fix it but we're still having the problem.

How can we get PDFCreator to not try and use Acrobat Pro when dealing with PDFs? Or how can we fix this issue?
