in November 2014, i purchased a "PDFCreator Plus - Lifetime License," which i have continuously used over the years on the same computer.
I recently bought a new PC and would like to continue using this license. However, i am unsure whether it can be transferred to the new device or if i need to purchase a new one.
Could you kindly provide clarification on this matter?

you should not need to purchase a new license.
You should be able to install the latest version of PDFCreator Professional with your license.
If you get any error messages, we can also revoke the activation of the old machine on our end.
