Where are the release notes?

Hi, I've been poking around for some time and I can't find the release notes for 1.2.3. All I've found is the short release announcement for it.

I'm looking for the list of things which have changed since version x, so I can see what is different and decide whether upgrading now is worth the effort (for me) or if it can wait until we do our yearly server maintainence.

I suggest a sticky forum post for this so it's not so hard to locate. (Be nice to have it formatted in rich text, but content first, style later!)
